New Bilibid Prison (NBP) inmates are allegedly cooking methamphetamine hydrochloride—locally known as shabu—in the national penitentiary's underground tunnels, Justice Secretary Vitaliano Aguirre said on Thursday.

Aguirre told the Inquirer of receiving information that such illegal drug has been smuggled into the NBP by dissolving it in bottled water.

The mixture was then boiled by inmates inside the tunnels to reveal the shabu crystals. The secretary is already looking into this issue to find out whether prison officials were involved.

However, former Bureau of Corrections (BuCor) Superintendent Venancio Tesoro told the Manila Bulletin there was no way this could happen.

Tesoro believes that it was impossible for inmates to cook inside the tunnels since these were blocked off years ago.

According to him, the said passageway used to be a means for prison guards to go from one area of the national penitentiary to another.

Back in 2014, news about these underground tunnels used by inmates for their alleged escapades surfaced, after the construction of a water pipe project was done in the NBP.
