The incoming administration is planning on giving President-elect Rodrigo Duterte emergency powers to address the metro’s worsening traffic situation, which has already been deemed a “crisis” by some.

Incoming Transport secretary Arthur Tugade said they plan on asking Congress to cooperate and bestow Duterte with emergency powers for a period of two years, GMA News reported.

“We will propose to Congress that President Duterte be granted emergency powers on transportation... Kailangan nang mag-declare ng krisis sa traffic,” he said.

Tugade said this is needed to fix the traffic mess that has greatly affected the public’s quality of living.

He also cited the Japan International Cooperation Agency’s study, which found that Metro Manila’s traffic was causing an estimated P2.4 billion in losses to the country’s daily economy.

Doon sa plataporma ng disiplina na ginagawa natin ngayon, kailangan lahat tayo handang makurot. Kailangan lahat tayo handang magsakripisyo,” he added.

If approved, Tugade said that Duterte’s emergency powers will be used to immediately address airport congestion, traffic along EDSA, and obstruction on sidewalks.
