The Manila Police District (MPD) officially identified Army reservist Vhon Tanto, 39, as the Hyundai Eon driver who shot to death bicycle rider Mark Vincent Garalde in Quiapo, Manila on Monday night, July 25.
CCTV camera footage showed that at around 9:30 p.m., Tanto and Garalde had an altercation along P. Casal Street. The former is shown getting out of his car and confronting the cyclist.
Why the two men were fighting has not yet been determined. The CCTV footage shows that it escalated into a fistfight. At some point, it looked like Garalde and Tanto had made their peace. Tanto is shown getting back in his car.
However, as Garalde was walking away, Tanto got out of his car once more. This time, he was apparently carrying a gun. He went after Garalde and shot the latter several times.
A report from Philstar revealed that Tanto shot Garalde once in the head. But even when Garalde was already slumped on the pavement, Tanto fired four more shots at him.
Initially, the citing of the wrong conduction sticker number caused a different man to be identified as Garalde's killer. Unfortunately, this information went viral and the unsuspecting man was said to have gotten threats from overzealous netizens via his Facebook page.
It was only after the mix-up was sorted out that Tanto was finally tagged as the one who shot Garalde.
The MPD issued an ultimatum to Tanto on Wednesday, July 27—giving him until 5 p.m. to surrender. But Tanto was a no-show. As such, Sr. Supt. Joel Napoleon Coronel, MPD acting director, stated, "The full strength of the Manila Police District will go after him. Dead or alive, we want him."
A GMA News Online report also revealed that the Philippine Army said it will also "do its share in locating Tanto, who is assigned with the 1301st Community Defense Center, National Capital Regional Community Defense Group of the Army Reserve Command based in Caloocan City."
Army chief Lt. Gen. Eduardo Año was quoted as saying, "Rest assured that the Philippine Army will cooperate with all investigating bodies regarding the case. Appropriate sanctions will be imposed as the Army does not tolerate this kind of action."
