Former top cop-turned-senator Panfilo “Ping” Lacson advised newly minted Philippine National Police (PNP) chief Director-General Ronald “Bato” dela Rosa to be the “one boss in the PNP.”

Lacson said Dela Rosa should first establish to his command group that he is their only boss so everyone in the organization will follow through and respect his authority, the Inquirer reported.

Dela Rosa’s appointment saw a shakeup in the PNP hierarchy especially since he surpassed many of his seniors in both age and rank. But Lacson said he should not be intimidated despite these circumstances as it will reflect weak leadership skills.

He also advised the PNP chief to be firm when politicians try to meddle in local police chief appointments in their hometowns which he said was rampant in past administrations.

According to Lacson, dela Rosa should explain to the President the importance of establishing his authority as PNP chief so that he could properly implement policies.

Otherwise, lower-ranking police officials will not show respect because they owe their appointment to other people and not the PNP chief, Lacson explained.

Dela Rosa has so far been mimicking President Rodrigo Duterte's tough stance on drugs and criminality.

To prove a point, he submitted himself to a drug test on his first day as PNP chief and had the other top officials undergo the same with already 11 elite lawmen failing the test.
