Senator Risa Hontiveros has filed a bill that will legalize the use of marijuana for patients who are deemed by medical professionals to need the drug for their recuperation among other uses.

According to Hontiveros, this was one of the options she sees to prevent the further loss of life in the Duterte administration’s deadly war on drugs, GMA News Online reports.

“There is a need for a new and sustainable strategy that is humane, rehabilitative and less susceptible to abuse. We cannot kill our way out of this problem,” she said.

Under the proposed bill, the Food and Drug Administration (FDA) will become the primary government branch that will regulate patient approvals for drug use.

The bill also makes it legal to acquire, handle, cultivate and experiment with marijuana upon the FDA’s approval.

Aside from this, individuals who test positive for drug use will be sent to a public health officer instead of being arrested.

The proposed bill comes after Philippine National Police (PNP) Chief Director General Ronald dela Rosa ordered an indefinite stop to their anti-illegal drug operations to give way to internal cleansing in their ranks.

The PNP has been under fire for the spate of killings linked to the war on drugs which has reached at least 6,000 deaths during legitimate police operations.
