On October 18, the Facebook page of Top Gear Philippines posted a video of a drunk guy causing a heck of a commotion and flaunting a vanity plate with the word "COUNCILOR" on it.

In the Philippines, if you have a protocol plate, you're allowed to drive drunk and do this for all to see.From Yan Bote: "Along Timog Avenue in Quezon City. Plate number ACA-7111. Top Gear, with assistance from its Facebook community, has since identified the guy as John Apacible, a 6-foot-4 sophomore forward playing for the Ateneo Blue Eagles. For his actions, the university has barred Apacible from playing in games and participating in practice, Spin.ph has reported.
