Mayor Herbert Bautista himself ordered the ban as he expressed concern over the DOH’s plan, which can be misleading for the youth, GMA News Online reports.
“We will not allow the distribution of condoms in public schools. [But] we will allow the use of QC public health facilities... [for that purpose],” he said.
Aside from this, the QC government denied the DOH’s claims that they have already distributed condoms in the city’s high schools as part of their test run.
The condom distribution in public high schools is an initiative of the DOH which is supposed to be carried out by the Department of Education as the implementing government body.
Under the program, only students who admit to being sexually active during private counselling sessions will be given condoms as well as further guidance in sex education.
Through this, the DOH expects to reduce the rising number of HIV/AIDS cases particularly in the 15–24-year-old age group where over 9,000 cases were recorded since 2011.
But the whole program is now being publicly criticized for apparently promoting immorality and premarital sex among the youth.
