During the Philippine National Police's 115th police service anniversary in Camp Crame on Wednesday, President Rodrigo Duterte told the nation's law enforcers that they will get their raise by the end of the year, GMA News reported.
“I have increased your salaries. You are the first, double your present salary. By December, you have gotten the full,” he said.
Duterte also said that he plans to do the same for members of the Armed Forces of the Philippines (AFP) and other government agencies that are in the front lines in the war against drugs.
However, Duterte’s announcement directly contradicts his Budget secretary’s statement that the government currently cannot afford this move.
Budget Secretary Benjamin Diokno said last month that it was impossible for now since they couldn’t find any item to realign in the P3.35 trillion national budget for 2017.
However, Diokno stated just last week that they can now apply the salary increase in parts, with full implementation expected by 2018.
“Doable 'yun. I think maiintindihan ng mga pulis 'yan hindi naman one time 'yun. Pangako naman niya (Duterte) hindi bukas. In fact, at the present ang trajectory ko d'yan January 2018 doble na ang sweldo,” he told Philstar.
Diokno also said the budget problems which prevent them from giving out an immediate salary hike can be temporarily solved if Duterte signs an executive order giving uniformed personnel P5,000 in allowances per month.
For now, all uniformed personnel including those from the PNP, AFP, and even the Philippine Coast Guard and Bureau of Fire Protection will instead receive 20 kilos of rice each month starting September as a concession.
Giving the police force a salary hike was among the pillars of Duterte’s campaign promise, which also included ending drugs and criminality within three to six months after he assumes office.
