At past midnight on Friday last week, an attack perpetrated by a lone gunman rocked Resorts World Manila in Pasay City.

At least 37 people died mostly due to suffocation after the gunman fired shots and set casino tables and slot machines ablaze. He was later found dead in one of the rooms there after reportedly committing suicide.

Authorities have ruled out the possibility that this was a terror attack by IS. However, the public is still uneasy, especially since the Marawi City siege, which involves the local Maute terrorist group, is about to go into its second week.

So to quell fears and prove that the attack was not in any way connected to IS, the Philippine National Police (PNP) on Sunday have finally revealed the identity of the shooter.

Here are 5 facts about the shooter and the possible causes of his actions:

1) Who is the gunman?

He was identified as 42-year-old Jessie Javier Carlos, a Filipino citizen residing at Sta. Cruz, Manila.

2) How was he identified?

Carlos was positively identified by his wife and other close relatives who met with investigators of the PNP’s Special Investigation Task Group over the weekend and are handling the case.


3) What did he do before the incident?

Prior to all this, Carlos was a former employee of the Department of Finance. He was apparently dismissed after non-disclosure issues regarding his Statement of Assets, Liabilities and Net worth (SALN) surfaced.

4) Why did he go berserk?

According to authorities, Carlos had a severe gambling addiction, which led him to be buried deep in debt. He had to sell his Ford Ranger but still had debts amounting to over P4 million.

During the incident, Carlos was seen trying to steal millions in casino chips, which is partly why authorities have labeled the incident as a case of robbery.

5) What pushed him to do it?

Authorities believe that the last straw for Carlos was when he was banned by PAGCOR in all casinos including Resorts World Manila upon the request of his family, which might have been the ultimate trigger to the deadly incident.
