The Department of Education (DepEd) will soon implement a program that will distribute free condoms to public high school students who admit to being sexually active.

According to DepEd Secretary Leonor Briones, the program which is receiving a lot of criticism will not be forced on the students, GMA News Online reports.

“Only for those who accept it and who need it and it will not be done on a mass scale because it is not as if every child is engaged in sex at present,” she said.

Meanwhile, Brenda Cairo, who teaches in a public school, openly expressed her doubts in the program’s chances of succeeding.

Siguro kung may mag o-open mga 10–15 percent [lang ng students]. At tsaka iba rin kasi ang dating sa bata pag masyadong open na. Parang they have to experiment and explore,” she said.

For now, both the DepEd and the Department of Health (DOH) are ironing out various details in the program’s guidelines.

The distribution of free condoms to high school students is actually an initiative of the DOH with the DepEd as its implementing body.

The DOH expects the program to curb the rising number of HIV/AIDS cases particularly in the 15–24-year-old age group where over 9,000 cases were recorded since 2011.
