Chief Inspector Kimberly Molitas, spokesperson of the PNP’s National Capital Region Police Office described the occurrence as an “unusual” thing. “Una sa lahat bago pa naman talaga manumpa ang ating president marami nang unusual na nangyari sa law enforcement side,” she said, citing suprising events linked to Duterte like the recent mass surrender of suspected drug users and pushers all over the country.

Last week, some 700 drug suspects surrendered in Quezon City alone, with another 4,000 giving themselves up to authorities in Mindanao.

This is attributed to the so-called “Duterte effect.” It is believed that criminal now fear for their lives due to the sudden spike in extrajudicial killings of suspects ushered in by the president’s tough stance on crime.

Duterte, who vowed to wage a war against drugs and criminality, became the 16th president of the country, the first who hails from Mindanao.
