The Philippine National Police Highway Patrol Group (PNP-HPG) is currently in hot water over an incident last week, wherein one of its members shot a motorcycle rider dead.
A video has surfaced showing the victim, identified as John dela Riarte, being manhandled by HPG officers along EDSA prior to his arrest and subsequent death.
In the video shown by GMA News, Dela Riarte, who figured in a traffic altercation with another motorist, was apparently resisting arrest while flanked by HPG officers and members of the Metropolitan Manila Development Authority.

In both videos, it could be seen that an HPG officer hit dela Riarte a couple of times despite the rider already being handcuffed and defenseless.
Dela Riarte was then brought to the HPG headquarters but was shot dead while in transit after he allegedly attempted to grab the service firearm of one of his arresting officers.
According to reports citing the official police blotter, John was shot twice after he head-butted and kicked the police officer beside him.
It was also indicated in the report that the police officers described John as someone "suspected to be under the influence of some illegal substance."
However, an autopsy conducted on dela Riarte cleared him of taking any illegal substance. The autopsy also revealed that he suffered four bullet wounds which contradicts the police spot report.
Meanwhile, the victim's brother, Robert, said John was wearing his ring and carrying an estimated P33,000 at the time of his arrest. Both went missing after his death.
John’s family has sought assistance from the National Bureau of Investigation to solve the case.
