During the Senate hearing on illegal drugs, the barrel-bodied top cop cried while he was being questioned by Senator Juan Miguel Zubiri.
Zubiri asked, "Ikaw na lang talaga ang pag-asa ng taong bayan because we believe in you. The question there general is this: what are your next steps to clean up the ranks of the PNP?"
At this point, Dela Rosa had his head down as if trying to brace himself.
"I cannot blame the public if they are losing trust and confidence in the police," he replied, while recounting how one of his trusted police officers was implicated in the drug trade during the hearing.
Dela Rosa's voice then started cracking until he began to cry as he shared the difficulties he was facing in his responsibilities as PNP chief.
"Minsan your honor, pinapasa-Diyos ko na lang yung sitwasyon namin sa PNP... Dahil gustong gusto ko talaga ma-reform yung PNP kasi mahal na mahal ko yung organization namin pero ako'y hirap na hirap na but I will never surrender,” he said.
"Kaya ko ito, hindi ko ito uurungan. Lilinisin ko ang PNP hangga't sa makaya ko," he added saying that he was willing to give up his life if this was the cost of their goal.
For his part, President Rodrigo Duterte was quoted by GMA News Online as saying that he perfectly understood where Dela Rosa whom he personally selected as his PNP chief was coming from.
"It was just an expression of a human being with a burden on the entire shoulders on the peace and the law and order of this country... Naiintindihan ko si Bato," he said.
